Foreign Office, May 27, 1909. À TELEGRAM has been received from the German Syndicate at Berlin, stating that they are authorized forthwith to issue their share of the Tien-tsin-Pukow loan. Though this operation accentuates the comparative failure in the building of the British section, the Hong Kong and Shangbae Bank consider that they have no grounds for objecting. They are informing Mr. Hillier.
